Introduction to Heihe University

Heihe University (黑河学院) is located in Heihe City, Heilongjiang Province, known as the Pearl of the Northern Territory. It is the only ordinary undergraduate college in China within the border of more than 4,300 kilometers between China and Russia. The school was founded in 1958 and went through the development stages of Heihe Teachers College and Qiqihar University Heihe Branch. It was promoted to an undergraduate college in 2004, and was incorporated into a provincial college in 2006. In 2015, it passed the qualification assessment of undergraduate teaching by the Ministry of Education, and in 2017 was approved to add new master’s degrees to authorize project construction units.

Heihe University currently has 10747 full-time students, equivalent to 10,919 students. It covers an area of 615,300 square meters, the building area of the school building is 244,400 square meters, the total value of fixed assets is 456 million yuan, and the value of teaching and scientific research equipment is 10,732,95 yuan. There are 844 faculty members, including 584 full-time teachers, 94 senior titles, and 145 deputy senior titles. 30 doctors and 418 masters. There are 14 secondary colleges and 39 undergraduate programs. There are 2 national specialty construction sites and 4 provincial first-class majors. A Russian research center has been registered with the National and Regional Research Center of the Ministry of Education. It also has research institutions such as the Heilongjiang Province TRIZ Theory Institute, the Far East Academy, the Sino-Russian Institute of Comparative Education, and the Institute of Environmental Art.

Heihe University has established long-term and stable cooperative relationships with nearly 30 well-known universities in Russia such as Moscow State Tchaikovsky Conservatory of Music, Moscow State Surikov Academy of Fine Arts, Russian University of Sports and Tourism, and extensively exchanges students and recruits experts , Academic cooperation, cultural and sports exchanges, joint academic journals, joint training of undergraduate and master students, and other educational cooperation exchanges. A number of cooperation projects have become well-known brands. National “Sino-Russian University Student Exchange Base”, “Russian Center”, and “Heihe Academy-Russia Amur Artists Association Art Practice Teaching Base” have been established. It is the first batch of the Ministry of Education to determine The “Sino-Russian Joint Undergraduate Program” unit, together with the National Study Service Center, has established China’s first “Study abroad in Russia” training base, and has established the first China-Russia university TRIZ research and promotion base in China. Co-organized the first bilingual academic journal, the Far Eastern Higher Education Journal, and co-founded the first “Confucius Institute” in Amur Region with Blagoveshchensk State Normal University. “Joining Youth and Sharing the Sun” International Youth Conference was selected as one of Russia’s 100 Best Social Practice Programs and was awarded the “Sino-Russian Cultural Exchange Excellent Activity Award” by the State Duma of the Russian Federation. It has established a training base for young Chinese painters at the Sulikov Academy of Fine Arts, and has successfully held five Chinese oil painter training classes. Signed a cooperation agreement with Moscow State Tchaikovsky Conservatory of Music, and has held three training courses for Chinese music talents at Moscow State Tchaikovsky Conservatory of Music.

Heihe University established “Heihe College Russian Far East Think Tank” to serve the country’s “Belt and Road” strategy and the construction of the “China-Mongolia-Russia Economic Corridor-Longjiang Luhai Silk Road Economic Belt” through the transformation of results and policy consultation.
